That sounds like it could be the special preview blog.

In the plug-in directory, there’s a new “Preview” button in the themes list. Clicking that button will spin up a special blog at yourname-preview.micro.blog. It will copy the most recent 10 blog posts over to the new site so you can see how real posts look in the preview.

The preview site is a real blog but is hidden from most of the user interface. It will not show up in your list of blogs. You will obviously not be charged for it.

That emphasis is mine. If you’ve been double charged, something weird is going on, and I’m sure @manton will refund the extra charge.
